    Default Lock in the wild

I often walk across a bridge which spans the Humber River in Toronto, Canada and have noticed an old padlock among the many new ones that people have attached to the bridge. I have been wondering if anyone can give me more information about it. It is quite large, with no makers name and the only markings that I see are those put on in marker by the person who put the lock there and what appears to be a number that I can't make out near the keyway. I have attached photos.
    Thanks
