Default Details from Budapest Postal Museum

I heard back today from the Budapest Postal Museum who were able to confirm this was a postal lock. They provided some history of the lock as well as pictures of how it was used. For those interested, I am attaching the information I received to this post. I hope this information helps someone else in the future.
