Default Help with Key / Lock ID please ? Railroad we think

These wrench style key openings are identical to the triangle signal box keys used to open RACO locks, and would work perfectly in them, but they won't go in because of the "tabs" manufactured on one side.

Can someone tell me what they are/what kind of lock they were used for? Thank you in advance !
