    In the photo above I couldn't help noticing that the second tumbler from the bottom appears to be a neutral depth, or universal depth, do you suppose that was for master keying? Or was it just to take up space and allow the 4 lever to mean 'locking' levers? I've not seen that before.

    it might be neutral ? the ones that i have seen for masterkeying usually have two gates in more than one of the levers allowing for several different key changes.

    Yes, I've seen those in a lot of Eagle locks.
