I would go for French or Italian. They like the wards that curve right around like that.

The lack of wear on the bow is odd, since the working end does show a little wear. Perhaps it sat in a draw for a hundred years? Also possible it was cut in half and repaired by a craftsman who repaired the bent and worn stem with a more modern made one that want worn and bet, and keeping the fancy but still working warded working parts.

Close examination would answer all this speculation though.
