Help with padlock identification

Hi,
Hope someone can help me ID this padlock.
The lock is 2 3/4" wide at widest point and 4 5/8" long and 1 1/4" thick. The lock weights 2lbs 4oz

I can read the letters Sialkot on the front which seems to be a city in Pakistan.
