I was told the rubbing actually says "London Factory" though it looked like Cordon at first glance to me.

My guess is that it is an Indian product (possibly off a safe) that was trying to pass itself off in the colonies as a good English product.

Thanks Tom
Apparently the safe was brutally burglarised and then burnt with the locks stripped off it. This was left on the inside or on an inner door with what they suspect was corrosive chemicals splashed over.
I will ask where in the world, had thought it was Europe.Alan Morgan Master Locksmiths.co.uk

Hi Alan
I am of the opinion that this is an early Phoenix safe plate. C1960
If I am correct, this was off a document safe. Its external plate would have been a rather colourful presses alloy badge.
Shoot me if i'm mistaken...

Ok, having disposed of a couple of early Chatwood Milner safes, they too had a Phoenix birdy on the door pans.
I should have taken a photo....sigh..
Having digested the birdy for a number of weeks, I withdraw my earlier suggestion of a Phoenix fire safe and place it in the hands of Chatwood-Milner
