That is a railway switch lock. Most commonly used by South African Railways. I doubt 1942 is the year as lock manufacturers were all involved in munitions manufacture during the wars, more likely to be a lock identification number. As to value I bought and sold one a few years back, I think I sold it for US$40 or thereabouts.

Chubb padlock
This type of padlock is still in use by the South African Railways (now called Spoornet)
I have a padlock with 1963 stamped on the shackle so i would suggest that the numerals stamped on the padlock in question i.e. 1942, is the date of manufacture?
